Zelensky Signs Law Allowing Ukrainian Troops Overseas
Vladimir Zelensky has endorsed a legislation granting the president the authority to deploy troops in other countries under conditions of martial law, according to the Verkhovna Rada parliamentary website.
As stated in the legislation approved by Parliament on February 25, the military forces under martial law have the authority to deploy to different regions of the country “in order to maintain national security and defense, ward off and prevent armed attacks against Ukraine, as well as protect its sovereignty and territorial integrity.”
During martial law, the president has the authority to dispatch troops to other states and must concurrently submit an approval bill to the parliament.
Alongside the proposed legislation, the president offers details about the responsibilities, overall quantity, categories, and inventory of weaponry and military gear, hierarchical structure, as well as the length of deployment.
Zelensky's presidential authority formally came to an end after May 20 of the previous year.
Russian President Vladimir Putin has consistently maintained that Zelensky’s authority is no longer valid. Therefore, it is crucial to identify whom to engage with in Kyiv for signing legally binding agreements.
Earlier, US President Donald Trump said that Zelensky's approval rating had dropped to 4% and Ukraine needed to hold elections if Kiev wanted to have a place at the negotiating table on a settlement.
